How to login to uCustoms?

  1. On the RMCD home page, select eSERVICES and then click uCustoms icon. RMCD Sign in page will appears.
  2. Enter the USER ID for example, CManifest@customs.gov.my. and password.
  3. Click Sign in and the uCustoms home page will appears.

How to open Declaration page?

Login to uCustoms site and click Declaration menu. The Declaration home page will appears.

How to Create New Declaration?

  1. On the Declaration Processing menu, click Declaration Processing sub menu.
  2. The Trader Name is automatically displayed in Consignee field based on the login details and it is non-editable. However, the Forwarding Agent has to select the Trader from this field.
  3. When a Forwarding Agent logs in to uCustoms to create Declaration, the Forwarding Agent has to select the Trader in Consignee field.
  4. Select the Declaration Type as 'Import Bill', 'Export Bill' or 'Transit'.
  5. Select the Sub Type of Declaration as Declaration from the drop-down list. The drop-down list shows different sub types as per the selected Declaration Type.
    • If the Declaration Type is 'Import Bill', then the corresponding Sub Types displayed are 'Provisional', 'Final Import', 'Under Special Regimes', 'Re-Import' and 'Temporary Import'.
    • If the Declaration Type is 'Export Bill', then the corresponding Sub Types displayed are 'Provisional', 'Final Export', 'Re-Export' and 'Temporary Export'.
    • If the Declaration Type is 'Transit', then the corresponding Sub Type displayed is 'Transit'.
  6. Select the Transaction Type for the selected Declaration Type and Sub Type. The Transaction Type drop-down list changes according to the selected Declaration Type and Sub Type.
    • If the Declaration Type is 'Import Bill' and Sub Type is 'Final Import', then the Transaction Types displayed are 'Normal Import' and 'Sub Declaration'.
    • If the Declaration Type is 'Import Bill' and Sub Type is Provisional, then the Transaction Type displayed is 'Master Provisional Declaration'.
    • If the Declaration Type is 'Export Bill' and Sub Type is Final Export, then the Transaction Type displayed is 'Normal Export'.
    • If the Declaration Type is 'Export Bill' and Sub Type is Provisional, then the Transaction Type displayed is 'Export Provisional Declaration'.
    • If the Declaration Type is 'Transit' and Sub Type is Transit, then the Transaction Type displayed is 'Transit' and 'ATA Carnet'.
  7. Click New to create Declaration with the entered or selected details.

How to Create Final Import - Normal Import?

  1. On Declaration Processing menu, click Declaration Processing submenu.
  2. Trader Name is automatically displayed in Consignee field based on the login details and it is non-editable. However, the Forwarding Agent has to select the Trader from this field.
  3. Select Declaration Type as 'Import Bill', Sub Type as 'Final Import' and Transaction Type as 'Normal Import' from the respective drop-down lists as shown above.
  4. Click New.
  5. System automatically displays the Importer Name.
  6. Enter and select the Customs Station.
  7. Select the Declaration Source from the drop-down list.
    • Bill of Lading,
    • Free Commercial Zone, and
    • Warehouse.
  8. System automatically displays the Status of Declaration.
  9. Click Create.

How to View Declaration Dates?

  1. In the Declaration Processing form, click to view the applicable Declaration Dates.
  2. System automatically displays the current date as the Declaration Date and it is non-editable.
  3. System automatically displays the Date of Tariff Application once the Duty is calculated and it is non-editable.
  4. System automatically displays the Approved Date once the declaration is approved and it is non-editable.
  5. System automatically displays the Clearance Date once the goods are released and it is non-editable.
  6. Click Close to close the window.

How to Associate Bill of Lading?

  1. In the Declaration Processing form, click and then click Associate/view Bill of Ladings.
  2. Click to associate the Bill of Lading.
  3. Select the check box in the Bill of Lading List or enter the Bill of Lading No or DO Security Code in the search field, and click Search.
  4. In the Bill of Lading List, select the check box corresponding to the Bill of Lading No. and click to save the selection.

How to View Bill of Lading?

  1. In the Bill of Lading List, click View Bill of Lading Lines corresponding to the associated BL.
  2. Click to close window.

How to Disassociate Bill of Lading?

  1. In the Bill of Lading List, select the check box corresponding to the Bill of Lading No. that needs to be disassociated.
  2. Click to disassociate the selected Bill of Lading.
  3. Click OK to disassociate or click Cancel to discard the action.

How to Associate Warehouse Out Forms?

  1. In the Declaration Processing form, click and then click Associate Warehouse Out Forms.
  2. Click to associate the Warehouse.
  3. In the Warehouse list, select the check box corresponding to the Form Number and click to save the selection.

How to Associate Free Zone?

  1. In the Declaration Processing form, click and then click Associate Free Zone Forms.
  2. Click to associate the Free Zone.
  3. In the Free Zone list, select the check box corresponding to the Form Number and click to save the selection.

How to View Consignee Details?

  1. In the Declaration Processing form, click and then click View Consignee Details.
  2. Click Close to close the Consignee Details pop-up window.

How to View Transaction History?

  1. In the Declaration Processing form, click and then click View Transaction History.
  2. Click to close window.

How to Upload Required Documents?

  1. In the Declaration Processing form, click and then click View / Upload Documents.
  2. Select the Document Name from the drop-down list.
  3. Click and select the file to be uploaded in File Upload field.
  4. Enter the Document Reference Number.
  5. Enter the Expiry Date or click to select the date from the calendar.
  6. Enter Remarks if any.
  7. Click Upload to upload the file.
  8. In the Uploaded Document List, click View/Download to view the uploaded document and download it.
  9. Click to close the form.

How to Delete Uploaded Documents?

  1. In the Uploaded Documents List, select the uploaded document to be deleted.
  2. Click to delete the selected the documents.
  3. Click OK to delete or click Cancel to discard the action.

How to Associate Rulings?

  1. In the Declaration Processing form, click and then click Associate Rulings.
  2. Click to associate the Rulings.
  3. Select the check box in the Rulings Details list or enter the Application No. in the search field, and click Search.
  4. In the Rulings Details list, select the check box corresponding to the Rulings Request Number and click to save the selection.

How to Disassociate Rulings?

  1. In the Declaration Rulings Details list, select the check box corresponding to the Rulings Request Number that needs to be disassociated.
  2. Click to disassociate the selected Rulings.
  3. Click OK to disassociate or click Cancel to discard the action.

How to Create Invoice Information?

  1. In the Invoice Details section, click to add Invoice.
  2. System automatically displays the current date as the Declaration Date.
  3. System automatically generates the Temporary Declaration Number.
  4. In the Declaration Processing form, click and then click View Declaration Header to view the Declaration Header details.
  5. System automatically displays the Declaration Status.
  6. Select Invoice Available as 'Yes' or 'No'.
  7. System automatically generates the Invoice Number. This is a reference number for the Invoice and includes alpha-numeric characters.
  8. Enter the Actual Invoice Number.
  9. Select the Invoice Type from the drop-down list.
  10. Invoice Date automatically displays the current date by default. If required, click to modify the date using the calendar.
  11. Enter and select the Invoice Currency.
  12. Enter the goods Supplier Name.
  13. Enter and select the Country of supply.
  14. Enter and select the Port of Shipment.
  15. Invoice Total is automatically calculated by the System.
  16. Declared Value is automatically displayed by the System based on the Invoice Item's Unit Price and Quantity. This value is reflected from Invoice Item details.
    The Declared Value is calculated as 'Item Unit Price x Item Quantity'.
  17. Enter the Remarks.
  18. Enter the Insurance charges for the Invoice. The default value displayed is '0' (zero), which can be edited.
  19. Select the Insurance Currency from the displayed Currencies List.
  20. Enter the goods charges in Freight field. The default value displayed is '0' (zero), which can be edited.
  21. Select the Freight Currency from the displayed Currencies List.
  22. Click Create.
  23. To create additional Invoices, click . For more details, refer step 1 to step 22 of this section.

How to Create Invoice Item Details?

  1. In the Invoice Details section, click Add Item to add Invoice Item details.
  2. System automatically displays the current date as the Declaration Date.
  3. System automatically generates the Temporary Declaration Number.
  4. In the Declaration Processing form, click and then click View Declaration Header to view the Declaration Header details.
  5. System automatically displays the Declaration Status.
  6. System automatically generates the Item Line Number once the Invoice Item is created.
  7. Enter and select the Import Item Code.
  8. Heading Text and Supplementary Specification i.e. tariff items description is automatically displayed, after selecting the Item Code. This field is non-editable.
  9. Enter Item Description for the selected Item.
  10. Enter and select the Country of Origin of the selected goods Item.
  11. System automatically displays the Customs Unit of Measurement based on the Item Code.
  12. Enter Quantity of the selected Item.
  13. For the entered quantity of item, select Unit of Measurement (UOM) Quantity from the drop-down list.
  14. Enter Unit Price of the Item.
  15. Total Price of the Item is automatically calculated by the System (Quantity x Unit Price). This field is non-editable.
  16. Declared Value (MYR) is automatically calculated as 'Unit Price' x 'Quantity' of the item. This value is auto-displayed, but if required it can be edited.
  17. Enter Gross Weight of the Item.
  18. Enter Net Weight of the Item.
  19. Select Weight UOM of the Item.
  20. Enter Volume of the Item.
  21. Select Volume UOM of the Item.
  22. Select the Purpose of Usage value from the drop-down list.
    • Private,
    • Commercial,
    • Industrial, and
    • Personal.
  23. Select the Valuation Method to be followed for evaluating the item being created in the declaration, from the drop-down list.
    • Transaction value based on the invoiced amount,
    • Transaction value of identical imports,
    • Transaction value of similar imports,
    • Computed Valuation,
    • Deductive Valuation, and
    • Residual Valuation.
  24. Enter and select the Trader Agreement (FTA).
  25. Click Create.

How to Associate BL Line Items?

  1. In the Invoice Item Detail section, click and then click Associate BL Line Items.
  2. Click to associate the BL Lines.
  3. In the Bill of Lading Lines List, select the check box corresponding to the Reference Number and click to save the selection.

How to Disassociate BL Line Items?

  1. In the Bill of Lading Lines List, select the check box corresponding to the Item Code that needs to be disassociated.
  2. Click to disassociate the selected BL Lines.
  3. Click OK to disassociate or click Cancel to discard the action.

How to Associate Exemptions?

  1. In the Exemptions section, click to associate the applicable Exemptions.
  2. Select the check box in the Exemptions list or enter the Exemption No. in the search field, and click Search.
  3. In the Exemptions list, select the check box corresponding to the Exemption No. and click to save the selection.

How to Disassociate Exemptions?

  1. In the Exemptions list, select the check box corresponding to the Exemption No. that needs to be disassociated.
  2. Click to disassociate the selected Exemptions.
  3. Click OK to disassociate or click Cancel to discard the action.

How to Associate Permits?

  1. In the Permits section, click to associate the applicable Permits.
  2. Select the check box in the Permits list or enter the Permit Req No. in the search field, and click Search.
  3. In the Permits list, select the check box corresponding to the Permit No. and click to save the selection.

How to Disassociate Permits?

  1. In the Permits list, select the check box corresponding to the Permit Req No. that needs to be disassociated.
  2. Click to disassociate the selected Permits.
  3. Click OK to disassociate or click Cancel to discard the action.
  4. Click Save to save and update the created invoice item details.
  5. Click Save and New to create and add the next Item details under the Invoice.
  6. Click List Complete to navigate back directly to the Declaration Processing form, where Duty is calculated, which is the next step after creating the Invoice Item.
  7. Click Back to navigate back to the Invoice Information form.

How to Create Value Declaration Form (K1A)?

  1. In the Invoice Details section, click Value Declaration Form to create value declaration.
  2. Enter or select the details and click Create.
  3. Click Submit to submit the Value Declaration Form.

How to Calculate Duty for Declaration?

  1. In the Declaration Processing form, click Calculate Duty to calculate the duty.
  2. In the Declaration Processing form, click to view the applicable Duties and Taxes.

How to View Declaration Duty Details?

  1. In the Declaration Processing form, click and then click Declaration Duties Details.
  2. The details of the different applicable duties or taxes are displayed with Item Code, Duty Name, Rate, Customs Value, Revenue Item Value and Deposit Value.
  3. Click Close.

How to Submit Declaration to Customs?

  1. In the Declaration Processing form, click Submit to Customs.
  2. Select the Accept check box to accept that the provided information about Declaration Processing is true and correct.
  3. Click OK to continue.
  4. Click OK to accept the Declaration.

How to Create Master Provisional Import Declaration?

  1. On Declaration Processing menu, click Declaration Processing submenu.
  2. Trader Name is automatically displayed in Consignee field based on the login details and it is non-editable. However, the Forwarding Agent has to select the Trader from this field.
  3. Select Declaration Type as 'Import Bill' from the drop-down lists.

  11. Click Create.

How to Create Final Import - Sub Declaration?

How to Associate Tax Stamp?

  1. In the Declaration Processing form, click and then click Associate Tax Stamp to associate the Tax Stamp.
  2. Enter the Stamps Required quantity and click to save the details.

How to Associate Invoice Information?

  1. In the Invoice Details section, click to associate Invoice Information.
  2. Select the Declaration Number and click to save the selection.

How to Associate Invoice Item Details?

  1. In Invoice Details section, click to associate Invoice Item details.
  2. In the Items Information List section, click to associate item information.
  3. To associate partial Items, click Edit Value.
  4. Item Line No, Total Price, Net Weight, Gross Weight, Quantity, Transacted Quantity, Available Quantity, and Processed Quantity fields will be auto-displayed based on the associated reference declaration.
  5. Enter the Quantity to process value and click Associate.
  6. To associate all the items, select the Item Line No. and click to save the selection.
  7. Click Save to save the Declaration Processing form.
  8. In the Declaration Processing form, click to view the applicable Duties and Taxes.
  9. Click Cancel to navigate back to Declaration Processing form.
  10. Click Save to save the Declaration or click Cancel to cancel the Declaration.
  11. Click Submit to Customs to submit the declaration.
  12. Select the Accept check box.
  13. Click OK to accept the Declaration, else click Cancel.
  14. Click OK.

How to Create Final Export - Normal Export?

How to Associate Shipment Note?

  1. In the Declaration Processing form, click and then click Associate/View Shipment Note.
  2. Click to associate Shipment Note.
  3. Select the check box in the Shipment Note List or enter the Booking Ref No. and/or BRN in the search field, and click Search.
  4. In the Shipment Note List, select the check box corresponding to the Booking Ref No. and click to save the selection.
  5. Click to close the window.

  1. On Declaration Processing menu, click Exempted Vehicles submenu.
  2. Click to create Exempted Vehicles.
  3. System automatically displays the selected Consignee name in Importer Name field.
  4. Enter and select the Customs Station.
  5. Enter and select the Buyer Nationality.
  6. Select the Declaration Source from the drop-down list.
  7. Enter the Buyer Name.
  8. Enter and select the Reference Declaration No. in 'Completed' or 'Closed' state.
  9. Enter the Buyer Passport No. if the person is Non-Malaysian; else enter the IC No.
  10. System automatically displays the Status of Declaration.
  11. Click Create to create Exempted Vehicles.
  12. In the Declaration Processing form, click to view the applicable Duties and Taxes.
  13. Click Submit to Customs to submit the declaration as shown below.
  14. Click OK

How to Create Declaration Delegation?

  1. On Declaration Processing menu, click Declaration Delegations submenu.
  2. Click in Declaration Delegations List.
  3. System automatically displays the Organization details in From Organization field.
  4. Enter and select the To Organization to which the Declaration is being delegated.
  5. Enter and select the Temporary Declaration No.
  6. System automatically displays the current Date and it is non-editable.
  7. System automatically displays the Status of Declaration.
  8. Click Create.
  9. In the Declaration Delegation Form, click , and then click View Declaration Details to view the Declaration details.
  10. Click Close to navigate back to Declaration Delegation Form.
  11. Click Save to save the form details.
  12. Click Delegate to delegate the Declaration to the selected Organization.
  13. Click Cancel to navigate back to the Declaration Delegations List form.

How to Create Declaration Cancellation?

  1. On Declaration Processing menu, click Cancel Declaration submenu.
  2. Click in Cancel Declaration Request List.
  3. Enter and select the Declaration Number which needs to be cancelled.
  4. Enter Remarks to cancel the Declaration.
  5. System automatically displays the Declaration cancellation request Status.
  6. Click Create to create the Declaration cancellation request.
  7. Click Submit to submit the Declaration cancellation request.

How to Create Functional Units?

  1. On Declaration Processing menu, click Functional Units submenu.
  2. Click to create Functional Units.
  3. System automatically generates the Reference Number after creating the Functional Unit.
  4. Enter and select the Contract Value (Currency). For example, Malaysian Ringgit.
  5. System automatically displays the Contract Value once the functional unit is approved.
  6. System automatically displays the Contract Value (MYR).
    Click to select the contract Expiry Date. If the expiry date exceeds approved date and the reference item quantities are still outstanding, in such case, Trader can apply for expiry period extension.
    • If expiry period extension request is approved, Trader can file sub declaration.
    • If expiry period extension request is rejected, System sends Bill against all the filed sub declarations.
  7. Consignee details are automatically displayed by the System.
  8. System automatically displays the Status of Declaration.
  9. Click Create.
  10. In Reference Item List section, click to create Item details.
  11. Enter and select the Item Code. For example, 3926.90.70.
  12. System automatically displays the selected Item Code Description.
  13. Enter Quantity of the Item.
  14. Enter and select Quantity Unit of Measurement (UOM) for the specified Item Quantity.
  15. Enter Weight of the Item.
  16. Select Weight UOM of the Item.
  17. Enter Volume of the Item.
  18. Select Volume UOM of the Item.
  19. Enter Unit Price of the Item. For Example, 3400.
  20. Click Save to save the details.
  21. System automatically calculates and displays the Total Price amount once the Functional Unit Form is saved.
  22. In the Custom Station List section, click to associate the Customs Stations.
  23. Select the check box in the Available Customs Stations list or enter the Station Code and/or Station Name in the search field, and click Search.
  24. In the Available Customs Stations list, select the check box corresponding to the Station Code and click to save the selection.
  25. Click Save.
  26. Click Submit to submit the Functional Unit for approval.

How to Request for Functional Unit Amendment?

  1. On Declaration Processing menu, click Functional Units submenu.
  2. In the Functional Unit List, click to open the Reference Number in Approved state.
  3. Click Request for Amendment to extend the period.
  4. Reference Number is automatically displayed by the System.
  5. Number of Days Lapsed is automatically displayed by the System.
  6. Extension in Days: Enter the number of extension days.
  7. Enter the Amendment Remarks.
  8. Click Request for Amendment to extend the period.

How to Create Tax Stamp Purchase Order Request?

  1. On Declaration Processing menu, click Tax Stamp PO Requests submenu.
  2. Click to create the Tax Stamp Purchase Order Request.
  3. System automatically generates the Request Number once the form is submitted.
  4. System automatically displays the Company Name based on the login details. For example, Falcon Group Bhd.
  5. System automatically displays the Company Address based on the login details.
  6. Enter and select the License Number.
  7. System automatically displays the Validity Date of the license.
  8. Select the Item Type from the drop-down list. Item Type drop-down list values include:
    • Cigarettes
    • Liquor
    • Beer.
  9. System automatically displays the Tax Stamp Purchase Order Request Status.
  10. Click Create.
  11. In Application Details List section, click to create the declared item details.
  12. The Item Type is displayed based on the Item Type value selected in the Tax Stamp Purchase Order Request Form and it is non-editable.
  13. Select the Brand from the drop-down list.

  14. Select the Type from the drop-down list.

  16. Enter the Package Quantity.
  17. Select the Stamp Colour from the drop-down list.

  18. Enter the required tax Stamp Quantity.
  19. System automatically calculates the Stamp Duty Value.
  20. System automatically displays the Tax Stamp Application Details Status.
  21. Click Create.
  22. Click Close to navigate back to Tax Stamp Purchase Order Request Form.
  23. In Declaration List section, click to associate the Master Provisional Declaration.
  24. Enter and select the Master Provisional Declaration Number.
  25. The Customs Station is automatically displayed by the System based on the selected Master Provisional Declaration.
  26. Click Create.
  27. Click Save and then click Close to close the Declaration Details window.
  28. To view details of the associated Declaration, click the Declaration Number.
  29. Click Close to close the pop-up window and navigate to Tax Stamp Purchase Order Request Form.
  30. Click Submit to submit the request.

How to Create Goods Acknowledgement?

  1. In the Inbox, click Declaration Cancellation Request message.
  2. Click the Reference number of the Declaration Cancellation request for approval.
  3. Enter the Acknowledgement Remarks.
  4. Click Acknowledge to acknowledge the cancellation request.

How to Acknowledge Goods?

  1. In the Inbox, click Cancellation Request Acknowledged message.
  2. Click the Reference number of the Declaration Cancellation request for approval.
  3. Enter the Acknowledgement Remarks for PO.
  4. Click Acknowledge by PO to acknowledge the cancellation request.
